
Legal status and visa requirements for those who were forced to leave Ukraine
- Ukrainian citizens don’t need a visa to enter the territory of Andorra, as the country has signed the transit agreements with France and Spain, so this formality is supposed to be fulfilled during transit. In the case of refugees, the person beneficiary of temporary and transitional protection must prove their status by means of a passport or an internationally recognized travel document. This document must be valid, and validly issued by the country of origin, or be an official travel document issued by an international body recognized and authorized for this purpose. This also applies to any documentation that allows the travel document to be identified, or any other personal documentation available.
- Citizens of non-EU countries, that do need a Schengen Visa to travel to Europe, need a valid passport and Schengen multiple-entry visa.
- Ukrainians who have entered Andorra because of the war, have refugee status under the protection of UNHCR.
- Beneficiaries from Ukraine may reside and work in Andorra legally through family reunification or on a transitory and temporary basis, as beneficiaries of transitory and temporary protection on humanitarian grounds. The admission limit is 250 beneficiaries. Each case is reviewed by the Ministry of Justice and the Interior through the Immigration Service. Citizens of third-world countries, who legally resided in Ukraine before February 24, 2022, and who cannot return to their country of origin under safe and durable conditions, will be beneficiaries of the host.
- Persons who cannot apply for any type of immigration authorization, can obtain a residence permit or stay & work permit for persons receiving transitory and temporary protection.
Refugee status/ asylum seeker status/ temporary protection status
- To receive benefits (medical, social), registration is required. It is recommended that all persons seeking protection, submit their application to the Ministry of Foreign Affairs and provide information regarding identity, passport number, date of arrival, if any contact person or address of reference in the country, as well as other additional information. The Andorran government has centralized all communication, between refugees and the administration, through an email address with which each newcomer has to contact to register and start the reception mechanism: consulars@govern.ad
- The processing of the application, submitted to the Immigration Service, implies that the applicant must undergo a medical examination by the Immigration Medical Service. This Service prepares a report that is included in the file of the beneficiary.

As soon as a person, that needs protection, has completed the registration process and gets the work permit, he is framed in the regular system of the Andorran Health Care Service (SAAS), which is a (co) payment service.
If a person in need requires medical assistance, even before obtaining the work permit, the public authorities will cover the costs.

Post-exposure prophylaxis (PrEP)
PEP is recommended immediately after a possible/probable infection, e.g. professional accident with needles, sexual assault/unprotected sex, etc. It is always conducted under medical prescription and in line with national protocols. As a rule, the drug is taken for 1 month.

Services for People Living with Hepatitis B/C
Hepatitis B/C testing, Hepatitis B vaccination, and Hepatitis B/C treatment availability
All the services are available for all registered Ukrainians through the Andorran Health Care Service (SAAS)
Ukrainians who were forced to leave Ukraine should present their case to the immigration medical service, during the registration process to receive details of their options/treatments.
Vaccination of Hep B is recommended for health-laboratory professionals, essential services staff, people working with needles, liver-chronic patients, and patients under dialysis.
Patients diagnosed with chronic hepatitis C, with or without cirrhosis, are eligible for treatment. Treatment is available after the presentation of an official prescription form signed by an authorised specialist from SAAS, resulting from a Fibro scan (from<12 months) and proof of absence of hepato-carcinoma. After submitting those documents, Ukrainians might get one month of treatment from the HNSM pharmacy.

Tuberculosis services
If the person has TB symptoms
- As part of the registration process via Immigration Service, applicants of temporary protection must undergo a medical examination by the Immigration Medical Service, which includes TB screening, free of charge. This service prepares a report that is included in the file of the beneficiary. More information can be received from Immigration Medical Service servei_medic@govern.ad
- All related treatments and costs for TB are free of charge in the framework of PPCTA (prevention and control program).
- If a Ukrainian, who was forced to leave Ukraine, has symptoms of TB (e.g. cough, fever, weight loss), they should report to the immigration medical service as soon as possible, or during the medical examination process. This is to be done before registration at the local health department.
If TB was already diagnosed in Ukraine and the person needs to continue treatment:
- All issues related to TB (diagnostic, treatment, prophylaxis) are to be followed up by the PPCTA service, as it is compulsory to declare TB cases. Additionally, since the incidence of TB in the country is low, medicines cannot be collected from the regular pharmacy.
