Legal status and visa requirements for those who were forced to leave Ukraine

  • A biometric passport is required; however, it is possible to enter a country without it. The migration department of Lithuania can issue a new travel document – a temporary alien’s passport.
  • Citizens of Ukraine do not need a visa for arrival to Lithuania. They can enter under the visa-free regime for 90 days. There will be no actions taken by the Migration Department if citizens of Ukraine find themselves in Lithuania after the deadline to extend their living permit or visa, even those who have received a resolution to leave Lithuania can stay and wait for further information from the Migration Department. During these 90 days or after, Ukrainians can apply at the Migration Department and they will be issued a permit to live and work in Lithuania, which will be valid for travel in the EU. Medical insurance and children’s education services will be available immediately.

Refugee status/ asylum seeker status/ temporary protection status

  • The right to temporary protection is “immediate” – meaning that, when a person wants to enjoy it, all she/he needs to do is to follow the instructions of the national authorities and to demonstrate to them the nationality, international protection status or equivalent protection status, residence in Ukraine or family link as appropriate, which give the right to temporary protection.
  • Ukrainian citizens arriving in Lithuania shall register in a prescribed registration centre – located either in Alytus, Pramonės St. 1B, in Marijampolė, Parko St. 9., in Vilnius, Minties St. 3 or Klaipėda, Paryžiaus Komunos St. 16A (provided they have no place to stay in Lithuania). They can also register in any migration division (provided they already have a place to stay in Lithuania).
  • After registering, Ukrainian citizens will receive a special registration certificate – the Lithuanian Alien Registration Certificate.
  • After registration, the Ukrainian citizens may apply for further residence in Lithuania:

– A temporary residence permit on humanitarian grounds (a legal basis of such residence permit shall be not asylum, but the inability to return to the country of origin due to humanitarian reasons)

– A national visa D on humanitarian grounds (to be issued for 1 (one) year and obtained only by those persons holding biometric passports).

  • Starting 2023, residence permits in Lithuania for refugees from Ukraine will be in electronic format only. Those persons who previously received such a permit in the form of a plastic card must replace the document.

How to replace a residence permit in Lithuania with the E-one?

If you already have a residence permit in the form of a card, you need to register on the website www.migracija.lt – here you provide your e-mail address and fill in the form with the necessary personal information.

After the system checks your information, you will receive a residence permit by e-mail, which will be valid from March 5, 2023 to March 4, 2024. You need to save the received permission on your gadget or print it.

Access to healthcare services

  • Only urgent medical care is currently available to Ukrainians who were forced to leave Ukraine, and who are not covered by compulsory health insurance.
  • If a person is a Ukrainian citizen, who received a temporary residence permit or national visa, they will be insured for compulsory health insurance (only after they receive the registration card issued by the Migration department).
  • If a person is employed in Lithuania under the employment agreement, they will be insured by an employer who will pay compulsory health insurance fees. If they are self-employed and have the individual activity certificate, s/he must pay compulsory health insurance.
  • If a person does not apply for asylum, is not registered to get a residence permit, or is unemployed, they need to have private health insurance

  • Health care is provided in line with provisions of Directive 2011/95/EU, of the European Parliament and of the Council of 13 December 2011 on standards for the qualification of third-country nationals or stateless persons as beneficiaries of international protection, for a uniform status for refugees or persons eligible for subsidiary protection, and for the content of the protection granted Article 30  and Law of the Republic of Lithuania on the Legal Status of Foreigner (29 April 2004, No. IX-2206) Article 61 

Where can the Ukrainians who were forced to leave Ukraine go for the following healthcare services?

  • An adult person must bring a personal identity document and a Lithuanian residence permit (national visa issued in the Republic of Lithuania). Children must bring a personal identity document, a and a personal identity document of one parent.
  • The registration centre will issue a registration card. The card will indicate a personal ESI code. This code is unique and is given to identify a person whenever s/he is provided with health care services or prescribed medicine.
Acute treatment

Call for an ambulance all over Lithuania by dialling 112.

Chronic/long-term treatment

Only urgent medical care is currently available free of charge.

Visiting family doctors

If a person has compulsory health insurance, s/he will have to fill in a special application form in the selected primary health care institution (outpatient clinic), expressing the patient’s will to receive health care services and to choose a particular general practitioner or paediatrician.

  • Medical services provided at these facilities are limited to general checks and emergency care, however, they also provide further guidance regarding Covid-19 vaccination, vaccination of children (according to the National Vaccination Calendar), pregnancy care, Tuberculosis screening for people at higher risk, which are accessible to Ukrainians who were forced to leave Ukraine.

The official language of medical institutions in Lithuania is Lithuanian. However, depending on the doctor’s qualification, consultations can be received in the English, Russian, and Polish languages.

Services for People Living with HIV

HIV-testing

  • Free HIV testing is available in certain facilities and is provided anonymously. HIV testing is not considered an emergency service. See more here
  • Anonymous and free of charge HIV testing is also available at the HIV prevention centre: Kauno st. 3A, Vilnius.
  • No age limit is applied for anonymous testing.
  • If a Ukrainian who was forced to leave Ukraine tests positive, an initial consultation can be provided at the HIV prevention centre Kauno st. 3A, Vilnius: demetra.lt/checkpoint

Antiretroviral treatment (ART)

  • People on ART can bring their medication into the country for personal use. Learn more
  • Persons can take their prescription with them for the purposes of continuity of care, but it is not a pre-condition.
  • ART treatment is not covered by emergency medical services. Compulsory health insurance is required to receive further treatment. Treatment is given to all HIV-positive persons who are committed and motivated to start treatment. Learn more

Minors can get treatment under the same conditions as mentioned above.  

Post-exposure prophylaxis (PEP)

  • Post-exposure prophylaxis is recommended after high-risk exposure and within 72 hours of the exposure. HIV-PEP should be taken for 4 weeks.
  • HIV post-exposure prophylaxis is not covered by emergency medical services.
  • There is no minimum age for receiving post-exposure prophylaxis.

Services for People Living with Hepatitis B or C

Hepatitis B or C testing, hepatitis B vaccination, and hepatitis B or C treatment availability

 

  • Vaccination is free of charge for children, as part of the childhood vaccination programme. Children are vaccinated according to the National Vaccination Calendar.
  • Vaccination for adults, testing, and treatment for all age groups, is not covered by emergency medical services which are provided free of charge. However, anonymous and free of charge hepatitis B or C testing is available at the HIV prevention centre: Kauno st. 3A, Vilnius https://www.demetra.lt/checkpoint/
  • Vaccination is recommended for people who come into frequent contact with other people’s body fluids (doctors, haemodialysis patients, etc.).
  • Treatment of hepatitis is selected based on diagnostical indicators (e.g., genotype of virus, state of hepatic fibrosis). There are no other general contraindications for treatment.

Testing is recommended:

  • After surgery (including a caesarean section) or invasive procedures, i.e., organ transplantations.
  • After an increase in liver enzymes (ALT, AST) for unknown reasons.
  • For haemodialysis patients.
  • For patients with haemophilia and other blood disorders.
  • For donors of organs, tissues, blood and components.
  • For employees of medical institutions.
  • For children whose mothers had hepatitis during pregnancy and childbirth.
  • If a family member is diagnosed with hepatitis.
  • For people who injected drugs.
  • For former prisoners.
  • For persons with many sexual partners (more than 1 in 12 months).
  • For people living with HIV.
  • For pregnant women.

Treatment options available for hepatitis related liver diseases

Generally, treatment for Hepatitis-related liver diseases is available. A person should contact their general practitioner, who will direct further consultations with specific specialists assigning the treatment.

Support systems (harm reduction/safer use, social support, or psychosocial support) available for the Ukrainians undergoing therapy for hepatitis C or related liver diseases

Tuberculosis services

If the person has TB symptoms:

  • Health examination at the registration centres shall include the inspection for the determination of tuberculosis, in accordance with the laws and regulations. It is not mandatory to perform any tests to enter the country or just after arrival.

If TB was already diagnosed in Ukraine and the person needs to continue treatment:

  •  Hospitalisation of persons with an open form of TB is mandatory. The person will be directed to regional hospitals by the medical specialists at health check facilities at the refugee registration centres (see the list above).
  • Persons willing to continue treatment for multidrug-resistant TB should contact a general practitioner who will direct them to a pulmonologist for further treatment.
  • Persons willing to continue DOT or VDOT should contact a general practitioner who will direct them to a pulmonologist for further treatment.
  • Preventive treatment is assigned by a pulmonologist. Persons willing to continue preventive treatment should contact a general practitioner who will direct them to a pulmonologist for further treatment.

If a person has a Ukrainian prescription for TB treatment medication…

The Ukrainian prescriptions are valid in Lithuania. Free of charge treatment is available through hospitals for an open form of TB.

Opioid Agonist Treatment (OAT) Services

Medication rules

  • People entering Lithuania (including Ukrainians) are allowed to bring medicinal products for their personal use. A prescription (or its copy) should be available.
  • If one needs medication for a longer course of treatment, it is recommended to bring a doctor’s certificate, written in the relevant foreign language, about the illness and treatment to facilitate further medical assistance.
  • Methadone and buprenorphine are compensated by the state for Ukrainian nationals.
  • The OAT will be prescribed by a medical professional working at the centre.
  • Please note, that the person needs to be registered in the country to have access to OAT prescriptions.

What OAT drugs are available in the country?

Take-home dosages availability

The treatment follows a common regime applicable to all patients. The possibility for take-home dosages will be evaluated individually. 

Minimum age for people who use drugs to receive OAT

The minimum age is 18 years, with exceptions for a lower age (over 15 years) possible in individual cases.
