
Legal status and visa requirements for those who were forced to leave Ukraine
Online or upon arrival in Portugal, a residence permit is attributed under a special mechanism called Temporary Protection Permit. It can be requested online, on the Serviço de Estrangeiros e Fronteiras (SEF, Foreigners and Borders Service) for Ukraine. Email: SEFforUkraine@sef.pt

Temporary protection initially lasts for one year but may be extended for two six-month periods, depending on the situation in the home country.

A biometric passport is needed. In case a biometric passport is not available, a Single Travel Document (TVU) must be requested at a Portuguese Embassy. This corresponds to a “safe conduct”, issued in justified emergency situations Portugal for Ukraine website, Government of Portugal
A visa is not needed to enter the country according to Portugal for Ukraine website. Only a biometric passport is needed or a Single Travel Document (TVU), which can be obtained at a Portuguese Embassy or in a host country:

Refugee status/ asylum seeker status/ temporary protection status
Access to the National Health System is granted with the residence permit. A National Health Service (SNS) User Number is attributed with the Temporary Protection Permit.

Access to the healthcare services
Fees
As of June 1st, 2022, (co)payments at the National Health Service are abolished, except for visits to the hospital’s emergency room that were not referenced by the community health centre/health helpline (SNS24) or that do not require subsequent hospitalization.

Can third-country nationals who are also fleeing Ukraine access healthcare services?
Citizens of other nationalities who prove to be relatives, relations, spouses or unmarried partners of citizens of Ukrainian nationality; refugees residing legally in Ukraine and their relatives (also legal); and third-country nationals or stateless persons residing in Ukraine who cannot return to their country of origin, can also benefit from the Temporary Protection Permit and, therefore, universal access to the National Health Service.

In what languages are these services available?
Portuguese health professionals frequently speak English. Translation services are available at the consultation for children and young people arriving from Ukraine, at the Dona Estefânia Hospital (University Hospital Center of Central Lisbon – CHULC). Services for People Living with HIV
HIV-testing
- HIV testing is available free of charge at any of the screening centers and partners organisations of the screening network “Rede de Rastreio”
- Minors that are 12 years old or older can get tested without parental authorisation. Minors younger than 12 years old are required to have parental authorisation.
- If a Ukrainian who was forced to leave Ukraine tests positive, they will be referred to a public hospital of choice.
Antiretroviral treatment (ART)
ART is free and available through a specialist consultation in public hospitals.
In order to get ART, Ukrainians who were forced to leave Ukraine should be referred by a screening centre or a family doctor to a specialist consultation in a public hospital.
What are the preconditions for receiving ART for the Ukrainians who were forced to leave Ukraine?
Under which preconditions can people who inject drugs receive ART in the country?
ART is available through specialist consultations in public hospitals.
Pre-exposure prophylaxis (PrEP)
HIV pre-exposure prophylaxis can be prescribed for people at increased risk of acquiring HIV infection at a specialist consultation. More information here.
HIV pre-exposure prophylaxis is free of charge for the Ukrainians who were forced to leave Ukraine when prescribed at a specialist consultation in public hospitals. More information here and here.
People are eligible for PrEP when in the last six months they had sexual intercourse without consistent condom use in one of the following conditions: sexual partners with unknown HIV status OR diagnosis of sexually transmitted infection; people whose partner is a person who lives with HIV without medical monitoring or without antiretroviral therapy or virological suppression, and who does not consistently use condoms; people who report the use of psychoactive substances during sexual intercourse; people who inject drugs and share needles, syringes or material for their preparation; serodiscordant partners in a situation of preconception or pregnancy.
Ukrainians who were forced to leave Ukraine should go to specialist consultation in public hospitals in order to get HIV pre-exposure prophylaxis.
The official clinical guideline from the Portuguese Directorate General of Health does not specify a recommended or maximum duration for PrEP and does not specify a minimum age for PrEP. Parental authorisation would be required for minors.

Post-exposure prophylaxis (PEP)
HIV post-exposure prophylaxis is recommended within the first 72h of a high-risk contact such as unprotected sex with a partner with unknown HIV status or exposure to human blood or fluids. PEP should be taken for 28 days.
PEP is available at the emergency room of public hospitals. To avoid fee/co-payment for the emergency room visit, one should be referred by the community health centre or health helpline (SNS24).

There is no minimum age to receive HIV post-exposure prophylaxis.
